They are collected by the statutory health insurance as the compentent collection authority. In a circular dated 24 March 2020, the National Association of Statutory Health Insurance Funds [Spitzenverband der Gesetzlichen Krankenversicherung - GKV] now provides information from the perspective of social security law relating to the relief options available.
Their purpose is to give businesses and self-employed persons clearly facing financial difficulties due to the COVID-19 crisis time to pay social security contributions at a later point in time. However, this is possible only under certain conditions. The relief measure is limited in time and is already put into practice by the individual health insurances.
